The facility is located north of Safford in Graham County, Arizona, over groundwater of the Gila River Basin, in Section 36, Township 5 South, Range 25 East; Sections 31-33, Township 5 South, Range 27 East; Sections 1-2, 11-12, 13-14 Township 6 South, Range 25 East; Sections 27-29 and 32-36, Township 5 South, Range 26 East; Sections 1-6, 7-11, and 14, Township 6 South, Range 26 East; and Sections 3-6, 7-9, Township 6 South, Range 27 East, East of the Gila and Salt River Base Line and Meridian.
