ADEQ is extending the public comment period for the Universal Propulsion Company, Inc. (UPCO) and PAF Central, LLC (PAF), request for a Declaration of Environmental Use Restriction (DEUR) submittal to the ADEQ for a portion of the Universal Propulsion site (Site) located at 25401 N. Central Ave., in Phoenix, Arizona (DEUR Remediation ID 32248) until December 26, 2019. The DEUR imposes an engineering control and non-residential use restriction on the property and was submitted in accordance with Arizona Revised Statutes § 49-152 et.seq.

From 1972 until 2009, UPCO manufactured military aircraft ejection seat and survival systems at the Site. In 2009 and 2010, UPCO closed the facility, removing all structures in the operational areas. In 2011, UPCO completed and reported on a subsurface investigation at the Site. The investigation indicated the presence of heavy metals and perchlorate in soil samples in the areas as described in the DEUR and Engineering Control Plan. Investigation results also indicated elevated concentrations of perchlorate, 1,4-dioxane, and volatile organic compounds (VOCs) in groundwater samples collected at the Site. UPCO conducted cleanup activities at the Site, which are summarized in the Engineering Control Plan.
