PUBLIC NOTICE | Proposed Termination of CAP for USTs in North Gila Valley

The Arizona Department of Environmental Quality (ADEQ) is providing notice in accordance with Arizona Administrative Code (A.A.C.) R18-12-264.01, that a Corrective Action Plan (CAP) dated October 2, 1996, is being considered for termination under A.A.C. R18-12-263.02(J). The CAP contained a proposal to demonstrate proposed corrective actions would be protective of public health, welfare and the environment. The CAP recommended remediation of the contamination using air sparging (AS) and soil vapor extraction (SVE). The air sparging and soil vapor extraction system was started in January 2010, and was shut down in August 2015 due to asymptotic influent concentrations of extracted VOCs. The CAP did not provide a timeframe for evaluating natural attenuation, or a contingency plan for addressing rebounding VOC concentrations. As site conditions have changed, and the remedial method in the approved CAP may no longer be optimally effective, ADEQ has decided to terminate the CAP.
