Summary:

ADEQ proposes to amend 18 A.A.C. 18 (Emergency Planning and Hazardous Materials) by expedited rulemaking to clarify rule requirements without changing their effect, update incorporations by reference, and amend outdated rules. This chapter implements the Arizona State Emergency Response Commission (AZSERC) functions and programs (Article 1) and prescribes curriculum standards for the Hazardous Materials Training Program (Article 2). In addition to improving the rules, ADEQ will be fulfilling its 2017 and 2022 five-year rule review promises to the Governor’s Regulatory Review Council by updating these rules.
