The 604(b) Water Quality Grant Program provides funding to regional planning organizations for regional water quality management planning activities. Project proposals must be focused on water quality management planning, not implementation.
Available Funding
$168,000 will be made available through grants from ADEQ and dispersed as reimbursements to awardees that report accomplishments and expenses to ADEQ. Grants are funded by the U.S. Environmental Protection Agency.

Program Goals: Improve surface water quality in Arizona
ADEQ is encouraging water quality management planning proposals for projects that: (1) serve disadvantaged communities, and/or (2) address the changing water environment in Arizona, including increased drought, reuse of reclaimed water, etc.
604(b) funds are for water quality management planning activities, such as:
- improving stormwater systems
- determining ways to expand green infrastructure programs
- determining the nature, extent and causes of point and nonpoint source water pollution problems, and developing plans to resolve these problems
- other water quality management planning projects

Award Selection Process & Announcements
Funds will be awarded through a competitive application process. Grant applications are received, reviewed, scored and ranked by ADEQ representatives. Evaluation will be based on how well proposals meet the defined criteria, objectives and priorities. Final recommendations and approval of awards will be made by ADEQ.
Each applicant will be notified by email of the final status of their application. Additional information and instructions will be given to the selected applicants. Upon grant award, a formal agreement will be executed between ADEQ and each subrecipient organization.
