Pursuant to the Clean Water Act and in accordance with Arizona Administrative Code (A.A.C.) R18-9-A907, the Director of the Arizona Department of Environmental Quality (ADEQ) proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) Permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

The Balterra Sewer, LLC applied for a renewal AZPDES permit for the proposed discharge of up to 0.55 million gallons per day (mgd) of treated domestic wastewater from the Balterra Wastewater Treatment Facility to an unnamed tributary to Winters Wash in the Middle Gila River Basin in Township 2 N, Range 6 W, Section 30, in Maricopa County, Ariz. The Balterra Wastewater Treatment Facility is a privately owned treatment works that receives domestic wastewater from the Unified School District No. 90 community and small commercial sources in Tonopah. The facility has not yet been constructed. The treatment will be secondary treatment with denitrification, and UV disinfection with chlorination and dechlorination back-up. Sludge will be hauled offsite to the Southwest Regional Landfill of Buckeye, Ariz.
