PUBLIC NOTICE | Determination of No Further Action for Georgia Pacific LLC Flagstaff Facility VRP Site (030066-00)

ADEQ has received a request for a No Further Action (NFA) determination from Georgia Pacific LLC for the Flagstaff Facility Voluntary Remediation Program (VRP) site (030066-00) located in Flagstaff, Ariz. The NFA requests closure for soil and was submitted in accordance with Arizona Revised Statutes § 49-181.

A determination of NFA means that ADEQ will not proceed with or require further remedial action at the site for the specific hazardous substances covered by the request, except in limited circumstances described in Arizona Revised Statutes (ARS) §49-287.01(G).

Site Information

The Flagstaff Facility VRP site consists of an active paper mill located at 1600 E. Butler Ave. The paper mill, constructed in 1962, processes recycled paper into commercial-grade tissue, toilet paper and paper towel products. Georgia Pacific purchased the mill from Wisconsin Tissue in 1999. SCA Tissue purchased the mill from Georgia Pacific in 2001. 

Contaminants of concern at the site: petroleum hydrocarbons C10-C32, polycyclic aromatic hydrocarbons, polychlorinated biphenyls, volatile organic compounds, semi-volatile organic compounds and Resource Conservation and Recovery Act (RCRA) metals.
