ADEQ has prepared a draft Hazardous Waste Permit for UPCO. The draft permit requires UPCO to perform corrective action and post-closure care at its former manufacturing plant in Phoenix, Arizona. The UPCO facility consists of 160 acres of land owned by PAF Central, LLC, and is located at the site of a former aerospace products manufacturing plant. In 2009 and 2010, UPCO removed all of the manufacturing, storage, and administrative buildings, and closed the Open Burn Unit. As part of the closure of the facility, UPCO constructed five Solid Waste Management Units (SWMUs). The SWMUs are capped land-based units consisting of soil contaminated with perchlorate, lead, and arsenic that exceed the Arizona Soil Remediation Levels. The draft permit requires UPCO to inspect and maintain these five SWMUs for a period of 30 years. In addition, the draft permit requires UPCO to operate a groundwater treatment system at the facility (GWTF) to remove perchlorate from contaminated groundwater at the site. The GWTF will continue to operate until groundwater is remediated to Aquifer Water Quality Standards as specified in the permit. The term for the permit will be 10 years.
