PUBLIC NOTICE | Proposed Type IV Amendment to Solid Waste Facility Plan for Graham County Regional Landfill

ADEQ has received an application from the City of Safford for a Type IV amendment to the solid waste facility plan for the Graham County Regional Landfill located in Safford, Ariz.

Information

The Type IV change proposes two significant modifications to the existing solid waste facility plan approval: a vertical height increase from the currently approved height of 3058 feet above mean sea level (msl) to 3063.5 feet above msl and the implementation of a new groundwater sampling and monitoring program. This height increase corresponds to an increase in permitted airspace volume by 1,487,570 cubic yards, bringing the total permitted airspace volume to 3,536,057 cubic yards. No change in the horizontal boundaries (landfill footprint) is requested.  Three groundwater monitoring wells have been installed at the site and a baseline and routine groundwater monitoring plan has been proposed. Using the projected waste stream at 1.5 percent growth, the additional capacity will allow the landfill to remain open through 2045.
