Synopsis and Discussion
   High clouds blanket currently blanket much of Arizona as a strong
upper-level area of low pressure continues to spin off the coast of
southern California.  Though it may look like it could rain, the surface
remains far too dry to support any desert showers.  These clouds will
break and clear by Friday and Saturday as the low weakens and move north
of the region.  Until then, the system will produce breezy to windy
conditions across much of Arizona Thursday afternoon through Saturday
with afternoon desert temperatures in the low to mid 90s this weekend.
Some gusts in the Phoenix forecast area may reach 35 mph at times.
Because it has been nearly two weeks since our last significant rain and
there isn't any additional surface moisture being imported, the expected
surface winds may produce pockets of blowing dust at times.  This will
result in Particulate concentrations climbing into the low-to-mid
"Moderate" range at several sites.  The outlook for ozone is for
concentrations to remain in the upper "Good" category.  Check back
tomorrow for more detailed look at the weekend's weather and air
