Synopsis and Discussion
Per ACARS sounding data a strong (8-9 deg C) but relatively shallow
(~1200') surface-based radiation inversion formed overnight. This, along
with mostly light winds, contributed to another round of high hourly
particle pollutant levels this a.m.  Coarse particle (PM-10)
concentrations topped out at 328.8ug/m3 at the West Forty Third
monitoring site and 221.2ug/m3 at Durango - both at 8:00 a.m. Meanwhile
South Phoenix, West Phoenix, and Higley all had maximum readings in the
105-120ug/m3 range; the highest fine particle (PM-2.5) level was
42.5ug/m3 at Durango at 7:00 a.m.   A strong ridge aloft will be in
close proximity to the local forecast area thru Wednesday, and particle
pollutant levels are expected to peak on that day in concert with
increasing high clouds by late morning.  It will remain cloudy on
Thursday with the approach of a vigorous but rapidly weakening upper
level trough and surface cold front; increasing winds are expected by
afternoon and some blowing dust is possible over disturbed areas of
