Synopsis and Discussion
   Winds will begin to increase once again Friday afternoon out of the
south as a strong trough of low pressure move east through Arizona.
Possible gusts could exceed 30 mph at times.  Clouds have already begun
to increase from the west ahead of the system, hinting at the moisture
potential with this event.  Models now suggest the rain will begin some
time after midnight and last through much of Saturday.  Occasional
thunderstorms may roll across the region.  Rain amounts will generally
be around a half an inch here in the Phoenix forecast area with some
high totals in the upslope areas of the north and east part of the
Valley.  Clouds will begin to break Saturday evening and the trough will
push into New Mexico by Sunday.  Easter morning sunrise temperatures
will be in the low to mid 50s under mostly clear skies.  The high will
reach the mid to upper 70s on Sunday, warming further to the upper 80s
by Monday and Tuesday.  
   Air quality-wise, Friday's winds may produce areas of blowing dust
which could reduce visibility at times.  The subsequent rains Saturday
will help clear the air of the wind-driven dust, dropping Particulate
concentrations from the upper "Moderate" category on Friday to the lower
part of the "Good" range on Saturday and Sunday.  Ozone won't be held
down long.  Once the clouds break, concentrations could return to the
lower "Moderate" range as early as Sunday and Monday.
