UTILITIES CONTROL CENTER SUPERVISOR, SALARY RANGE: (49) $56,284.80 to
$75,982.40 Annually Open Monday, June 16, 2008, until Friday, July 11,
2008
A Utilities Control Center Supervisor oversees the work of a
three-shift, seven day-a-week Utilities Control and Communications
Center and a 24-hour City of Mesa hotline which monitors the City of
Mesa's water, gas, electric, and wastewater systems. The incumbent is
responsible for the supervising section personnel; overseeing the
operation of the Supervisory Control and Data Acquisition (SCADA)
system; evaluating operations and activities and recommending
improvements and modifications to existing methods and processes;
requesting and defining upgrades to the functionality and programming of
the SCADA system; tracking, preparing, and administering the budget for
the Utilities Control Center responsibility center; tracking, preparing,
and administering the budget for the water system electrical pumping
budget; projecting, scheduling, managing, and tracking day-to-day system
water usage to meet the yearly water usage goals; and ensuring that work
conforms to local, state, and federal governmental regulations, and
other applicable rules and requirements.
The employee in this class is supervised by the Assistant Director -
Water through meetings, conferences, and reports related to results
achieved.
This class is subject to random drug and alcohol testing to comply with
Department of Transportation (DOT) Pipeline and Hazardous Materials
Safety Administration (PHMSA) regulations 49 Code of Federal Regulations
(CFR) Part 199. This class is FLSA exempt-administrative.
Minimum Qualification(s) Required. Any combination of training,
education, and experience equivalent to four years of full-time
employment in a water supply and distribution control center involving a
computerized control and data system. At least one year of lead or
supervisory experience.
Special Requirement(s). Must possess a Grade IV Certificate as a Water
Distribution System Operator from the Arizona Department of
Environmental Quality (ADEQ) by hire date. Must obtain certification as
a gas system operator in accordance with 49 CFR within one year of hire
date.

WATER PLANT MAINTENANCE SPECIALIST III (CAP PLANT), 46,092.80 to
$62,212.80 Annually , Open Monday, June 2, 2008, until sufficient
applications received - FIRST REVIEW OF APPLICATIONS WILL BE MONDAY,
JUNE 30, 2008.
The Water Plant Maintenance Specialist III is responsible for performing
journey-level lead work that involves installing, maintaining and
repairing water treatment equipment and facilities or water pump
systems. This class is distinguished from other Water Plant Maintenance
Specialists by its responsibility for performing journey-level lead work
in plant or water system maintenance. This class is distinguished from
the Water Plant Maintenance Supervisor class by the respective
supervisors having full responsibility for overseeing the entire staff.
Job hazards may include frequent exposure to a variety of weather
conditions, chlorine gas, fluoride, ferrous chloride, raw sewage, toxic
chemicals associated with water treatment and high-voltage lines and
equipment. An employee in this class is required to use appropriate
safety equipment and follow safety procedures in performing assignments.
This class is FLSA nonexempt.
Minimum Qualification(s) Required. Any combination of education,
training, and experience equivalent to graduation from high school or
GED. Five years work experience in the performance of journey-level
pump mechanic or welder mechanic duties or experience performing
manufacturing equipment maintenance. One year of experience in the
maintenance and repair of municipal water distribution systems pumping
stations or water treatment plant equipment. Three years work
experience as a Water Plant Maintenance Specialist II with the City of
Mesa is considered as qualifying experience.
Must possess a Grade II Water Treatment Plant Operator's Certification
from the Arizona Department of Environmental Quality (ADEQ) by
hire/promotion date.
Special Requirement(s) for CAP Water Treatment Plant. Must obtain Grade
III Water Treatment Plant Operator's Certification from the Arizona
Department of Environmental Quality (ADEQ) within one year of hire date.
Must obtain forklift operator certification within one year of hire.
Must possess a valid Arizona Driver's License by hire date. Must meet
the qualifications to wear a tight fitting respirator by passing a
medical evaluation in accordance with CFR 1910.134 by hire or promotion
date and must maintain certification. Must meet the physical standards
and requirements for the wearing of an Air Purifying Respirator (APR)
and a Self-Contained Breathing Apparatus (SCBA) respiratory protection
equipment.
This class shall be responsible for acquiring a minimum of 30
professional development hours (PDH's) every three (3) years to maintain
their ADEQ Certification. The incumbent must also obtain a 40-hour
HazWoper Certification as per the Occupational Safety and Health Act
(OSHA), and must attend an 8-hour HazWoper refresher course annually to
maintain certification.
