WHO:

The water utility is taking the lead on informing those who need to know
and those who should know about his vulnerability. Representatives from
fire department, police department, the city manager's office or the
city council should be in attendance.

WHAT:

A 1 hour class on the threat, vulnerability and mitigating solution will
be held before demonstrating how to install the Davidson Valves in
working city hydrants. THESE WILL BE THE FIRST VALVES IN THE STATE OF
ARIZONA.

WHY:

Although the water utility takes the lead on the mitigation a layered
approach to security is required. The Bioterrorism Preparedness and
Response Act of 2002 requiring a vulnerability assessment also required
the plans to include methods, means and equipment to negate or mitigate
those vulnerabilities. This includes FIRE HYDRANTS.

The fire hydrant is the most visible, vulnerable and accessible place in
a water distribution system. The ease of access needs to be understood
because the LEGAL LIABILITY of something happen will affect all
associated in the industry. We receive new information regularly on
threats from government agencies regarding contamination. It IS EYE
OPENING and it will be shared.

I will be sending reminders as the date approaches we hope to see you
there.
