Water Treatment Plant Superintendent ($60,403.20 to $81,494.40 Annually)
is
responsible for:
   planning, directing, organizing, supervising, and controlling the
plant
   operations, maintenance, quality control laboratory, and related
water
   treatment plant functions.
   staffing of the facility for 24 hours a day/7 days a week and
supervises
   professional and skilled workers (including, not but limited to:
Water
   Plant Operations Supervisor, Water Plant Maintenance Supervisor,
   Chemists, Water Treatment Plant Operators, and other maintenance,
   electrical, and laboratory staff).
   implementing computerized process control equipment and software;
   preparing and administering the budget for the Responsibility Center
   (including capital purchase items, chemical usages, chemical costs,
   power costs, and equipment replacement);
   reviewing technical specifications; ordering chemicals; training
   subordinates;
   preparing complex oral and written reports on plant operations, water
   quality, water usage forecasts, and other plant information.
   reviewing federal Environmental Protection Agency (EPA) and Arizona
   Department of Environmental Quality (ADEQ) regulations to:  ensure
   compliance for the water treatment plant; develops and updates
emergency
   evacuation plans;
   preparing and developing a safety program which includes written
   standard operating procedures, job safety analysis, a written
chemical
   hygiene plan, and a "right to know" program.
   coordinating raw water deliveries with the Utilities Control Center
and
   Central Arizona Water Conservation District (CAWCD) and prepares and
   develops specifications for annual bids for water treatment chemicals
   which meets federal, state, and industry standards.

Minimum Qualification(s) Required.  Any combination of training,
education,
and experience equivalent to graduation from an accredited college or
university with a Bachelor's Degree in Sanitary Engineering,
Environmental
Engineering, Civil Engineering, Chemistry, Biology, Microbiology, or
related field.  Extensive (5+ years) professional-level experience in
potable water treatment, including two years experience as a potable
surface water treatment facility manager.  Extensive (5+ years)
experience
with principles, methods, materials, and equipment commonly used in
water
pumping, filtration, and treatment operation and maintenance activities
is
also required.  Three years of supervisory or management experience is
required.  Proficiency in Windows-based software including Microsoft
Word,
Access, and Excel is also required.

Special Requirement(s).  Must possess ADEQ Water Treatment Operator IV
Certification or equivalent from another state by hire date.  If
equivalent
certification is from another state, the incumbent must obtain an ADEQ
Water Treatment Plant Operator IV within six months of hire.  The ADEQ
Certification must be maintained by acquiring a minimum of 30
Professional
Development Hours (PDH's) every 3 years to maintain ADEQ Certification.
Must possess a valid Arizona Driver's License by hire date.



Water Treatment Plant Operator I ($33,051.20 to $44,740.80 Annually)
functions as a trainee in the operation of a conventional water
treatment
plant.  This class works only on a shift where an experienced operator
is
present.  As experience is gained and skill level increases, the
intensity
of supervision is gradually decreased.  An employee in this class is
expected to use appropriate safety equipment and follow safety
procedures
in performing assignments.  This class is distinguished from the Water
Treatment Plant Operator II class by working on a shift where an
experienced operator is present, while the latter works on a shift
independently.  Employees in this class will be required to work
rotating
shifts.  The Water Treatment Plant Operator I receives close-to-general
supervision from the Water Plant Operations Supervisor who reviews the
employee's work in progress, through meetings, and by the evaluation of
results achieved.  Employees of this class can progress to the Water
Treatment Plant Operator II class by a noncompetitive, criteria-based
promotion after obtaining required certification, successfully
completing
required coursework and on-the-job training, and receiving satisfactory
performance appraisals.


Water Reclamation Operator I ($38,480.00 - $51,958.40 annually) will
function as a trainee responsible for learning how to operate and
maintain
a water reclamation plant during an assigned shift.  Incumbents in this
class will work only on a shift where an experienced operator is
present.
As experience is gained and skill level increases, the intensity of
supervision will gradually decrease.  An employee in this class is
expected
to use appropriate safety equipment, and follow safety procedures in
performing assignments.  This class performs related duties as required.
An employee in this class is exposed to such job hazards as toxic
chemicals, chlorine gas, raw sewage, sludge, and adverse weather
conditions.  During the training process, this employee will learn to
perform all of the job duties as required.  This class is distinguished
from the Water Reclamation Operator II class by working on a shift where
an
experienced operator is present, while the latter works on a shift
independently.  Employees in this class may be required to work rotating
shifts.  The Water Reclamation Operator I receives close to general
supervision from the Water Reclamation Supervisor, who reviews the
employee's work in progress through meetings and by the evaluation of
results achieved.  Employees of this class can progress to the Water
Reclamation Operator II class by noncompetitive, criteria-based
promotion
after obtaining required certification, successfully completing required
coursework and on-the-job training, and receiving satisfactory
performance
appraisals.  This class is FLSA nonexempt.

Minimum Qualification(s) Required.  Any combination of training,
education,
and experience equivalent to graduation from high school or GED, and
some
(6 months - 1 year) full-time employment in a conventional water or
wastewater treatment plant, or working on collection systems, pump
stations, or a closely related operation.

Special Requirement(s). Must obtain a Grade I Wastewater Treatment Plant
Operator's Certificate from the Arizona Department of Environmental
Quality
(ADEQ) within 6 months of hire date.  Must possess a valid Arizona
Driver's
License by hire date.  Must pass an audiogram/whisper test as part of
the
hearing requirement, and must meet the physical standards and
requirements
for the wearing of a Self-Contained Breathing Apparatus (SCBA)
respiratory
protection equipment.  Must meet the qualifications to wear a tight
fitting
respirator by passing a medical evaluation in accordance with CFR
1910-134
by hire or promotin date and must maintain certification.

A Water Reclamation Operator II ($44,740.80 - $60,403.20 annually)is
responsible for operating and maintaining a water reclamation and solids
handling plant during an assigned shift.  An employee of this class is
responsible for the operation, maintenance, service, and care of a
variety
of plant equipment.  Duties include:  making inspections to ensure
proper
treatment is taking place, sampling and testing plant influent and
effluent
at various stages of processing, performing preventative maintenance on
a
variety of equipment, and performing a variety of standardized tests on
the
samples.  This class performs related duties as required.  A Water
Reclamation Operator II works rotating shifts and may be required to
work
at different water reclamation plant locations.  Incumbents are exposed
to
job hazards including: toxic chemicals, methane gas, raw sewage,
chlorine
gas, sludge, and adverse weather conditions.  Employees of this class
are
subject to standby and emergency call out during off-duty hours.  An
employee in this class is required to use appropriate safety equipment,
and
to follow strict safety procedures in performing assignments.
Incumbents
are responsible for operating the plant alone on an assigned shift,
weekends, or holidays.  This class works under the supervision of a
Water
Reclamation Plant Supervisor through work in progress, results achieved,
reports, meetings, and conferences.  This class is subject to random
drug
and alcohol testing to comply with Department of Transportation (DOT)
Federal Motor Carrier Safety Administration (FMCSA) regulations 49 Code
of
Federal Regulations (CFR) Part 382.  This class is FLSA nonexempt.

Minimum Qualification(s) Required.  Any combination of training,
education,
and experience equivalent to two years of full-time employment in
wastewater treatment, OR graduation from an accredited college or
university with a Bachelor's Degree in Environmental Science, Chemistry,
or
a related field, and six months full-time employment in wastewater
treatment.  Possession of a Grade 2 Wastewater Treatment Plant Operator
Certificate from the Arizona Department of Environmental Quality (ADEQ)
by
hire is required.

Special Requirement(s).  Must possess or be able to obtain and maintain
a
Grade 3 Wastewater Treatment Plant Operator Certificate from ADEQ within
one year of hire date.  Must possess a valid Arizona Driver's License by
hire date.  Must meet the physical standards and requirements for the
wearing of a Self-Contained Breathing Apparatus (SCBA) respiratory
protection equipment.  Must meet the qualifications to wear a tight
fitting
respirator by passing a medical evaluation in accordance with CFR
1910-134
by hire or promotin date and must maintain certification.  Must obtain
40-hour hazardous materials certification within one year of hire date.
