The information below pertains to the LT2ESWTR deadlines for schedule 1
and 2 surface water systems. There is also important information and
tips for uploading E. coli and Cryptosporidium data into the Data
Collection and Tracking System (DCTS).

LT2 Deadlines:

For systems on Schedule 1, remember the deadline to submit your results
for the October source water monitoring sample is December 10th.

For systems on Schedule 2, you must submit a sampling
scheduledescription of the monitoring location; or a notice intending to
submit Grandfathered Data; or a notice intending to provide maximum
treatment (i.e., at least 5.5 logs) by January 1, 2007.

DCTS FYI AND TIPS:

Before data can be uploaded into the DCTS, the PWS must enter
information on the facility(or facilities) and sample point(s) in the
DCTS. To do this, click on the "Facility Info" icon found in the PWS
Toolbar in the DCTS, and add the required information for all facilities
and sample points. You can also click on "Help" in the DCTS Toolbar for
more information.

PWS Must Identify Contracted Lab in DCTS The PWS must identify its
E.Coli & Cryptosporidium laboratories before data can be uploaded to the
DCTS. The Admin User for the PWS is the only user that can select the
laboratories. This can be done by clicking on the "Update Contracted
Lab" icon found in the LT2 Data Collection System. Click on "Help" in
the DCTS Toolbar for more information.

DCTS Data Error Flags: Reporting E.coli/Crypto data in DCTS The DCTS
users are currently seeing flags come up when E.Coli or Crypto data are
entered into DCTS. The database is designed to flag incomplete or
incorrectly entered data. However, the DCTS is currently flagging all
the laboratory data that is entered with flag "A", which denotes that
the sample was not taken within +/- 2 days of the source water
monitoring schedule. The DCTS will continue to flag all samples entered
with flag "A" until EPA HQ completes work on the sampling module. EPA
recommends all DCTS users disregard the flag "A" until EPA HQ finalizes
this module.

Users may also see flag "E", which denotes Cryptosporidium samples that
do not have a corresponding E. Coli sample, or vice versa. This flag
will disappear once the other sample results are entered by the
laboratory. A description of all flags is available by clicking on
"Help" in the DCTS Toolbar.

Confirmation Emails: Samples Ready for Review The DCTS has a built in
email feature that notifies PWS Admin Users when their contract
laboratory has entered samples for review. The link provided in the
email has been updated and now works. The notice now reads as follow: "X
number of samples ... which require your review. Please access LT2 at
http://cdx.epa.gov <http://cdx.epa.gov/>  and review these samples."

Releasing Samples for DCTS User Viewing When a laboratory uploads data
to DCTS, the laboratory DCTS User must enter the "Sample Status." The
"Sample Status" specifies the status of the sample in the sample review
process. The different sample status choices are described below:

- New Sample: applies to samples that are being entered for the first
time, this is the default setting for sample data entry.

- Pending Release: Indicates that samples have been entered or uploaded,
and are ready for laboratory review and approval, these samples can
still be edited by the laboratory.

- Returned to Lab: Samples have been returned to the laboratory by the
PWS for issue resolution. 

- Delivered to PWS: Samples have been released to the PWS for review

- PWS Reviewed: Samples have been reviewed by the PWS and submitted to
USEPA and State.

Note: The PWS may only view sample results once the laboratory changes
the "Sample Status" from "Pending Release" to "Delivered to PWS." If the
PWS catches an error and wants the laboratory to edit any of the
information, the PWS DCTS User must change the sample status to
"Returned to Lab" before the laboratory can edit the sample information.
Also, EPA and State DCTS Users may only view samples once the PWS
changes the status to "PWS Reviewed."

What if my laboratory is not in DCTS?

E.coli laboratories must send EPA a copy of their certification for
review before the laboratory profile is uploaded into DCTS. Once EPA
determines that the laboratory is qualified to measure E. coli using an
approved enumeration method, the laboratory is uploaded to DCTS. Most
Cryptosporidium laboratories have been approved earlier in the summer
and uploaded to DCTS by EPA. If a DCTS User is unable to find a
laboratory, EPA recommends sending an email to the Stage 2 inbox
(stage2mdbp@epa.gov).

We encourage all DCTS Users to please continue to send us emails when
they encounter issues using the DCTS.
