Regional Haze Rulemaking

Summary: 

On Jan. 10, 2017, the U.S. Environmental Protection Agency (EPA) finalized changes to the Regional Haze Rule, which requires each state to submit periodic state implementation plan (SIP) revisions addressing regional haze visibility impairment for each mandatory federal class I area (Class I Area) within the state and for each Class I Area outside the state that may be affected by emissions from the state.

Pursuant to A.R.S. § 49-458.01(A), ADEQ must submit to EPA, SIP revisions to address regional haze visibility impairments in Class I Areas. As such, ADEQ must adopt rules containing enforceable emissions limits for nonpoint sources and point sources contributing to visibility impairment in Class I Areas, including appropriate monitoring, recordkeeping, and reporting provisions.
