PUBLIC NOTICE | Conditional No Further Action Determination for the Union Pacific Former Rail Yard Voluntary Remediation Program (VRP) Site

The Union Pacific Railroad Company is requesting a Conditional No Further Action (CNFA) determination from ADEQ for the Union Pacific Former Rail Yard Voluntary Remediation Program (VRP) site (Site Code 512642-00) located in Yuma, Arizona.1 The site was historically used as a maintenance yard, including a roundhouse, a Bunker C fueling facility and a freight yard. The property was initially developed circa 1877 as a railroad maintenance yard and the roundhouse was built circa 1911. The maintenance yard and roundhouse operated until at least 1962.

Two historical Bunker C fuel oil sumps, oil piping and impacted soil were excavated and/or removed from the site. A risk evaluation was performed to determine if residual soil and non-aqueous phase hydrocarbons impacts would present a risk to public health and/or groundwater. The residual impacts were found to be limited and not mobile. Furthermore, groundwater monitoring data did not identify any contaminants of concern exceeding Aquifer Water Quality Standards. Institutional controls will be placed on the property to prevent uses that would pose an unacceptable risk to public health. A Declaration of Environmental Use Restriction (DEUR) will be recorded for the property to prohibit residential use of the property, restrict digging and prohibit the installation of wells.

A determination of NFA means that no further action shall be taken by ADEQ to remediate or require remediation of the site or portion of the site covered by the no further action determination, except in limited circumstances described in statute | View A.R.S. 49-181(E) >
