ADEQ proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) renewal permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

The City of Phoenix applied for a renewal AZPDES permit for the proposed discharge of up to 5.3 million gallons per day (mgd) of partially-treated residuals from the pre-sedimentation and sedimentation basins and filter backwash water from the Val Vista Water Treatment Plant Solids Handling Facility to the South Canal (Phoenix area canal) in Maricopa County, Ariz. The Val Vista Water Treatment Plant is an industrial water treatment plant in Mesa. Treatment in the Solids Handling Facility consists of equalization basins, chemical conditioning, gravity thickeners, lagoons, drying beds, and centrifuge dewatering. Discharge will only occur when the Solids Handling Facility is no longer able to return centrate to the plant process due to the acrylamide limit and the storage capacity has been exceeded.
