PROPOSED ARIZONA POLLUTANT DISCHARGE ELIMINATION SYSTEM (AZPDES) RENEWAL PERMIT

Notice: Pursuant to the Clean Water Act and in accordance with Arizona Administrative Code (AAC) R18-9-A907, the Director of the Arizona Department of Environmental Quality (ADEQ) proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) Permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

Freescale Semiconductor, Inc. applied for a renewal AZPDES permit for the proposed discharge of up to 1.44 million gallons per day (mgd) of treated groundwater from the 56th Street and Earll Drive WQARF Site Groundwater Treatment System to the SRP Grand Canal, a Phoenix Area Canal, below municipal water treatment plant (WTP) intakes and all other locations, in the Middle Gila River Basin in Township 1 N, Range 3 E, Section 1, Maricopa County, Arizona. The treatment system includes two extraction wells and an underground pipeline system which conveys groundwater contaminated with trichloroethylene (TCE) to an above-ground groundwater treatment plant. The extraction well water is conveyed through particulate filters for screening and sediment removal and then combined in a pipeline and conveyed for treatment of volatile organic compounds (VOCs) by Granular Activated Carbon (GAC). In-stream monitoring with limitations for boron within a mixing zone, located 1,400 feet downstream of the discharge point, is also required.

All written comments must be received by ADEQ by the close of business on July 23, 2016, to be considered in the final permit decision. A public hearing request must be in writing and must include the reasons for such request. If there is a significant degree of public interest, the Director will hold a hearing in accordance with AAC R18-9-A908(B).
