Governor's Agricultural Best Management Practices (AgBMP) Committee

The Governor's Agricultural Best Management Practices (AgBMP) committee is responsible for developing and approving dust-controlling methods for farming and other agricultural activities. Those subject to the state’s AgBMP program must use these methods in order to reduce harmful particulate matter (PM10) in the air. ADEQ is responsible for writing the management practices approved by the committee into rules that are published in the Arizona Administrative Code.1

Any farmer that is subject to the state’s AgBMP program must comply with the AgBMP general permit that includes controls on agricultural operations. Since its creation in 1998, the AgBMP committee and program has helped lessen the negative impacts of particulate matter on public health and welfare.

Committee Members

The AgBMP committee is composed of 15 members:

  • ADEQ Director (or Designee)
  • Arizona Department of Agriculture Director (or Designee)
  • Dean of the College of Agriculture at the University of Arizona (or Designee)
  • State Director of the U.S. Natural Resources Conservation Service (or Designee)
  • Appointed Representative for Citrus Producers
  • Appointed Representative for Vegetable Producers
  • Appointed Representative for Cotton Producers
  • Appointed Representative for Alfalfa Producers
  • Appointed Representative for Grain Producers
  • Appointed Representative for Beef Cattle Feedlots
  • Appointed Representative for Dairy Operations
  • Appointed Representative for Poultry Facilities
  • Appointed Representative for Swine Facilities
  • Appointed Soil Taxonomist from the College of Agriculture at the University of Arizona
  • Appointed Representative employed by a County Air Quality Department or Agency
