    ADEQ does not implement the federal Spill Prevention Control and Countermeasure Plan (SPCC) regulations. However, the EPA requires an SPCC under the EPA's Oil Pollution Prevention Rule to help prevent any discharge of oil into navigable waters or adjoining shorelines.
