Solid Waste Storage Facilities

Solid waste facilities at which any waste is stored for more than 90 days are solid waste storage facilities. Solid waste facilities at which any waste is stored for 90 days or less are transfer stations.

Solid waste facilities will be subject to self-certification once rules are adopted. Until that time, certain solid waste storage facilities must submit a notice to ADEQ.

Special Waste Facilities

Waste from shredding motor vehicles and waste that contains petroleum contaminated soils (PCS) is defined as special waste. Special waste facilities are facilities at which special waste is treated, recycled, sorted, stored, or disposed.

  • Active Special Waste Facilities
  • Rules for managing all special wastes and best management practices for motor vehicle shredder residue were adopted in September of 2000.

  • Rules for best management practices for PCS facilities were also adopted in September of 2000.
    • A.A.C. R18-13-1601 et seq. - Best Management Practices for Petroleum Contaminated Soils. Page down to 1601
  • All special waste facilities are required to obtain solid waste facility plan approval.
  • Special Waste Identification numbers and annual reports requirements.

Transfer Stations

A transfer station is a site that is owned, operated or used for handling or storing solid waste for 90 days or less, or solid waste that was generated off-site for the primary purpose of transporting that solid waste.

  • For more information concerning storage facilities, see Solid Waste Storage Facilities.
  • Transfer stations that have a throughput of over 180 cubic yards will be required to self-certify. Until self-certification rules are adopted, theses transfer stations must submit a notice to ADEQ. Transfer stations having a throughput of 180 cubic yards or less are subject to best management practices and must submit a notice to ADEQ.
