Recycling Facilities

A recycling facility means a solid waste facility that is owned, operated or used for storing, treating or processing of recyclable solid waste and handles waste that has a potential for significant adverse effect on the environment.

Once rules are adopted, best management practices will apply to the following types of recycling facilities:

  • Recycling facilities located off-site that are used for collecting recyclable material, that have a storage capacity of 180 cubic yards or less and where recyclable material is stored for less than 90 days
  • Recycling facilities located on-site that are used solely for collecting and storing recyclable material for less than 180 days
  • Closed loop recycling facilities that are located at the site of waste generation

Once rules are adopted, recycling facilities located off-site where recyclable material is stored for longer than 90 days and recycling facilities located on-site where material is stored for longer than 180 days are considered solid waste storage facilities. Recycling facilities that have a storage capacity greater than 180 cubic yards are subject to self-certification.

All recycling facilities will be required to submit a notice ADEQ.

Non-municipal Solid Waste Landfills

These facilities include non-municipal solid waste landfills (non-MSWLFs), such as construction and demolition debris (C&D) landfills, private landfills and soil treatment facilities.

Until design and operational rules are adopted for each type of land disposal facility, these facilities are, at a minimum, subject to aquifer protection permit requirements and the disposal requirements in Arizona Administrative Code (A.A.C.) R-18-13-311 and 312, and must submit a notice.
