Yuma experienced an exceedance of the 24-hour National Ambient Air Quality Standards (NAAQS) for PM10 on August 18, 2002. ADEQ's analysis of wind data and other information from August 18 indicated that the exceedance was caused by high winds. Based on this analysis, ADEQ developed the Yuma Natural Events Action Plan (NEAP). The Yuma NEAP, submitted to the Environmental Protection Agency (EPA) on February 18, 2004, demonstrated ADEQ's commitment to:
- Establishing public notification and education programs;
- Minimizing public exposure to high concentrations of PM10 due to future natural events;
- Abating or minimizing appropriate contributing controllable sources of PM10;
- Identifying, studying and implementing practical mitigating measures as necessary;
- Periodically reevaluating conditions causing violations of the PM10 NAAQS in the area and the adequacy of the actions being implemented; and
- Documenting future natural events.
As required, ADEQ demonstrated that the NEAP commitments had been met by completing a NEAP Implementation Plan Report. This report was submitted to the U.S. EPA on August 17, 2005, and is available below. The report outlines how Yuma (along with Yuma County and the City of Somerton) has established a public outreach and education component as well as a dust control action plan to provide notification of high wind events. The report also details Best Available Control Measures (BACMs) implemented in the Yuma area along with the Yuma Agricultural Best Management Practices (AgBMP) Rule, and Yuma's inclusion in the Opacity Rule for point sources of PM10. The NEAP Implementation Report is now part of the larger Yuma Maintenance Plan submitted to the U.S. EPA in early 2006. The NEAP will be re-evaluated every five years along with the Maintenance Plan.
