 PERMITS: ARIZONA CLEAN FUELS YUMA

On Sept. 18, 2006, pursuant to Arizona Administrative Code (A.A.C.) Title 18, Chapter 2 and Arizona Revised Statutes, Title 49, Chapter 3, the Arizona Department of Environmental Quality reissued a Class I Prevention of Significant Deterioration (PSD) air quality permit (No. 40140) to Arizona Clean Fuels Yuma, LLC, (ACFY), for the construction and operation of an oil refinery, near the community of Tacna, in Yuma County. The permit expired 18 months after issuance because ACFY had not commenced construction of the proposed facility.

On Sept. 18, 2008, ACFY submitted a new permit application for the proposed petroleum refinery to be located on an approximately 1,500-acre site in the Mohawk Valley, 47 miles east of Yuma, just north of interstate 8. The new location is approximately 4 miles east of the previously proposed site.

When operational, the proposed facility is expected to refine approximately 163,000 barrels per day (BPD) of crude oil, producing 6.3 million gallons per day petroleum-based fuels, including CARB3 (California Air Resources Board fuel specification), Arizona Clean Burning Gasoline, ultra-low sulfur gasoline and diesel fuels, and jet fuel. In addition to motor fuels, the refinery will produce liquefied petroleum gas (LPG), sulfur and petroleum coke.

If constructed, this project would represent the first new petroleum refinery constructed in the United States in more than 30 years and the first facility in the western U.S. to be built specifically for the production of newer clean fuels. It would be the only petroleum refinery in Arizona, and the only large refinery between Texas and California.
