On May 1, 2024, the comment period begins for the proposal to issue a renewal Arizona Pollutant Discharge Elimination System (AZPDES) permit to the City of Phoenix for the 23rd Avenue wastewater treatment plant (WWTP) located in Maricopa County, Arizona. The comment period ends May 30, 2024.

The City of Phoenix applied for a renewal AZPDES permit for the proposed discharge of up to 63 million gallons per day (mgd) of treated domestic wastewater from the 23rd Avenue Wastewater Treatment Plant to the Salt River (Outfall 002) and the Roosevelt Irrigation District (RID) Canal System (Outfall 004) in the Middle Gila River Basin in Township 1 N, Range 2 E, Sections 13 and 23, in Maricopa County, Arizona. The 23rd Avenue WWTP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in Phoenix. Sludge is stabilized in an anaerobic digester and then thickened or dewatered for land application.
